Between January 23 and 25, 2026, a seminar for local government representatives “Renovation of the building stock: through energy efficiency and renewable sources towards sustainable development, energy security and increasing local competitiveness” was held in Hisarya. The event was organized by Foundation “Center for Energy Efficiency EnEffect” in partnership with the Bulgarian School of Politics “Dimitry Panitza”. Nine local government representatives from different parts of the country, who graduated from the National Program “Governing Skills”, also participated in the training.
During the seminar, key aspects related to the role of municipalities in the process of energy renovation of the building stock were discussed. The participants reviewed current European policies in the field of energy efficiency and climate goals, as well as good practices from Bulgarian and international municipalities.
Special emphasis was placed on financial mechanisms to support municipal projects aimed at the renovation of public and residential buildings, including the possibilities for combining different sources of financing. The importance of long-term energy planning at the local level as a tool for more effective resource management was also discussed. The seminar also highlighted the importance of active communication with citizens for the successful implementation of energy efficiency measures. The engagement of local communities was identified as a key factor for the sustainability of investments and the achievement of long-term results.
Investments in the renovation of the building stock through energy efficiency and renewable sources contribute not only to reducing energy costs and greenhouse gas emissions, but also to increasing energy security, stimulating the local economy and improving the quality of life in municipalities. The seminar provided an opportunity for the exchange of experience, knowledge and ideas between the participants and laid the foundation for future joint initiatives in support of a more sustainable and energy-efficient building stock in Bulgaria.
