How do residents of Iskar District assess the environment in which they live? What are their main concerns and what opportunities exist for more active participation in local decision-making? These questions are addressed in the analysis “Public Attitudes, Needs and Civic Participation in Iskar District”, based on a survey of 431 residents and two focus groups involving citizens and representatives of the district administration.
The survey results show that cleanliness and parking are among the most pressing issues for residents. Cleanliness was identified by 61.4% of respondents, while parking was cited by 59.7%. The study also highlights needs related to the maintenance of green spaces, infrastructure and access to information about the activities of the district administration. The findings further reveal opportunities for more active civic participation. Although only 10.8% of respondents had taken part in a public consultation or civic initiative, a considerable proportion expressed willingness to participate if given a suitable opportunity. This points to the potential for developing more accessible and regular forms of civic engagement focused on specific local issues.
The two focus groups complement the quantitative data with the perspectives of citizens and the administration. Discussions highlighted issues related to the division of responsibilities among different institutions, communication with citizens and the follow-up of submitted reports and complaints. Participants placed particular emphasis on feedback—not only on whether a report had been received, but also on what action had been taken and what results had been achieved. The discussions also explored opportunities for more sustained dialogue between the local community and the administration, including neighbourhood meetings, citizens’ councils, joint initiatives to improve public spaces and the use of digital solutions to facilitate access to information and services.
The main conclusion of the analysis is that effective interaction between citizens and the district administration requires not only action to address specific problems, but also clearer communication, consistent feedback and genuine opportunities for citizens to participate in setting local priorities. When citizens understand who is responsible, what action is being taken and how they can get involved, better conditions for trust and cooperation can be established.
Based on the findings, the analysis puts forward recommendations for the Iskar District administration aimed at improving cleanliness and public spaces, addressing parking and infrastructure issues, making communication more accessible, developing civic participation and enhancing transparency and accountability.
